Die Lage für die kleinen und mittelgroßen Bauern in Kolumbien hat sich sehr verschlechtert. Viele „campesinos“ und „indígenas“ streiken auf den Landstraßen in ganz Kolumbien, weil die Regierung Ihre Versprechen vom letzten Streik nicht erfüllt hat. Gleichzeitig hat die Bauern Organisation „Dignidad Agropecuaria“ mit der Unterstützung von anderen sozialen Organisationen und Gewerkschaften angefangen Unterschriften für eine Volksabstimmung zu Sammeln, um die Verfassung Kolumbiens zu ändern (Referendo). Die Veränderungsvorschläge zielen auf eine Stärkung der kleinbäuerlichen Landwirtschaft und sind in den folgenden Text (download) nachzulesen.

In the name of the 200 international organisations members of the Global Campaign to Dismantle Corporate Power and Stop Impunity, we would like to express our concern at the high risk faced by human and environmental rights defenders in Colombia who are taking part in the Minga Nacional Campesina, Agraria, Étnica y Popular.
In our different regions of the world we received information from the Cumbre Agraria, Étnica y Popular about this national mobilization and strike beginning on May 30th to oppose governmental policies linked, among others, to the Free Trade Agreements, that sale strategic natural resoures, public enterprises, strategic goods and water and intensify inequal distribution of wealth.
We have been following the Minga developments in the last few days. We would like to express our deep concern in relation to the following: the violent repression faced by Minga participants on the part of the national police that is preventing social and popular organizations from exercising their right to protest; the false statements and accusations made by local authorities; and the assassination of an indigenous man from the Embera Chamí ethnic group and today, the murder of the Nasa indigenous Gersaín Cerón Cuainás.
In particular, we are very concerned about the high risks faced by members of the Movimiento en Defenesa del Territorio y Afectados por las Represas Ríos Vivos members, who received death threats from paramilitary groups on May 30th and 31st, 2016.
As international organizations that defend life, we recognise that use of dialogue as the only way to solve differences within society. We therefore reject the use of police force and the criminalization of protest and expect the government to guarantee the right to protest on the part of social organizations.
From our countries, we support and positively evaluate the efforts to negotiate an end to the conflict with different armed groups. However, as we are again confronted by this kind of situation, we highlight and reiterate our deep concern in relation to the continuity of paramilitary groups and the subsequent lack of guarantees for a definite end to repression and violence.
We trust that efforts to solve this difficult situation will be founded on the pillars of Colombian democracy and the constitutional rule of law. We will continue to pay close attention to this situation in the coming days.

Desde las 200 organizaciones pertenecientes a la Campaña Global para Desmantelar el Poder Corporativo y poner fin a la Impunidad, queremos expresar nuestra preocupación por la situación de riesgo en que se encuentran las y los defensores de derechos humanos y ambientales en Colombia, en el marco de la Minga Nacional Campesina, Agraria, Étnica y Popular.
Desde diferentes partes del mundo hemos registrado la convocatoria de la Cumbre Nacional Agraria, Campesina, Étnica y Popular a una jornada nacional de movilización y paro a partir del 30 de mayo en oposición a las políticas gubernamentales ligadas, entre otras cosas, a los Tratados de Libre Comercio, que pone en venta los recursos estratégicos de la nación, las empresas públicas, los bienes energéticos, el agua e intensifican la distribución inequitativa de la riqueza.
Vemos con mucha preocupación que la represión por parte de la policía nacional ha impedido el ejercicio del derecho a la protesta por parte de las y los integrantes de las distintas organizaciones sociales y populares en diferentes lugares del país, incluyendo los señalamientos por parte de autoridades locales, la muerte de un indígena de la etnia Embera Chamí y el día de hoy la muerte del indígena Nasa Gersaín Cerón Cuainás en Caldono, Cauca.
Particularmente, expresamos nuestra preocupación por la situación de los integrantes del Movimiento en Defensa del Territorio y Afectados por Represas Ríos Vivos, quienes recibieron amenazas de muerte por parte de grupos paramilitares los días 30 y 31 de mayo de 2016.
Como organizaciones internacionales y comprometidas con la defensa de la vida, coincidimos en que el diálogo es la única vía para la resolución de las diferencias que se presentan en la sociedad. Por tanto rechazamos el uso de la fuerza policial y la criminalización de la protesta y esperamos que se den garantías para el ejercicio del derecho a la protesta por parte de las organizaciones sociales.
Desde nuestros países, acompañamos y vemos positivamente los esfuerzos de negociación del fin del conflicto con los distintos grupos armados; sin embargo, ante situaciones como esta, hacemos énfasis y reiteramos nuestra gran preocupación por la falta de garantías de no repetición, particularmente dada la permanencia de grupos paramilitares y la aprobación de megaproyectos minero energéticos y de infraestructura.
Asimismo, confiamos en que la difícil situación que se presenta actualmente será resuelta a través de los conductos que garantizan al Estado Social de Derecho y los pilares que se postulan en la democracia colombiana. Estaremos atentos al desarrollo de los próximos acontecimientos.
